Hello Michael,
We don’t provide a way to launch CODAP while offline and we don’t have plans to do so. However, once CODAP is launched it functions with very little interaction over the internet. You can open and save documents locally and do most exploration and analysis without requiring internet access. Here are some exceptions that occur to me off the top of my head:
- Map backgrounds won’t display.
- Plugins won’t open.
- Example documents can’t be accessed.
I’m sure there are quite a few others.
Since CODAP is open source, one can download that source and run completely locally. (But this is not for the faint of heart.)
What motivates your question? Are you in a situation that would benefit from offline access?
