To get the basemap CODAP makes the following request:

https://static.arcgis.com/attribution/World_Topo_Map?f=json

If you click on the link or paste it into your browser URL bar, do you get anything? (It should be a bunch of JSON code.)

If you don’t see anything then, then there may be some firewall restriction imposed by your site. (Not that I can think why there should be.)

If you can create a shared link for the document, we can verify that it’s working in general.
